This email is to bring you good news.
In my testing I found quite by accident a fault in the lamp wiring. Quite unexpected.
It turns out that there was a very small insulation breakdown between the 2 wires within the lamp itself causing a very small short circuit.
Originally when the lamp was tested it showed the correct amount of resistance and there was nothing showing as a leak to earth.
Obviously my multimeter only pushes out a small voltage under test. What would have found the problem sooner would be if I owned and used an insulation tester such as a megger meter or equivalent.
Any way I fixed the fault and everything works fine, now I’m a happy chappy.
After the fix I was able to check the output voltage which showed up as 8.5 volts (happy with that and good enough for me).

Pleasure to help.
I wish all customers in a situation like you found yourself in throughly checked the light fitting. Many do not and assume that the product must be defective and then it is an uphill battle to help the customer. The product comes back and it works flawlessly.
I am pleased you found the fault in the light fitting and it goes to show just how small a defect can stop a new product from working as it should.
